In the most recent development, Canada has issued a total of 1,548 Invitations to Apply (ITAs) in a fresh Express Entry draw specifically targeting candidates in the Provincial Nominee Program (PNP) category. This draw, that was conducted on October 24, required candidates to have a minim um Comprehensive Ranking System (CRS) score of 776. The cut-off CRS score is typically high for PNP-specific draws because candidates receive an additional 600 points for their provincial nomination, making them highly competitive for immigration.

The below data gives you a snapshot of the different types of Express Entry draws that was conducted by Immigration, Refugees and Citizenship Canada (IRCC) in 2023.

  • All-Program Draws: 17 draws were conducted in total, inviting candidates from various fields and occupations.
  • Provincial Nominee Program (PNP) Draws: there were five draws in total, specifically targeting candidates with a provincial nomination, which often come with additional points, making these candidates highly competitive.
  • French Speakers Draws: four draws were targeted for candidates who are proficient in the French language, reflecting Canada's commitment to linguistic diversity.
  • Healthcare Occupations Draws: two draws were conducted focusing candidates in the healthcare sector, acknowledging the crucial role they play in Canada’s healthcare system.

  • Federal Skilled Worker Class (FSWC) Candidates Draw: one draw was conducted for candidates under the Federal Skilled Worker category, which evaluates applicants based on their work experience, education, language proficiency, and other factors. Aspirants must bear in mind that, based on data, the All-Program EE draws have become the major draw wherein the Federal Skilled Worker category candidates are invited.
  • Transport Jobs Draw: one draw was conducted for candidates working in transportation-related occupations, addressing the demand in this specific sector.
  • Agriculture and Agri-food Occupations Draw: one draw was conducted focusing candidates engaged in agriculture and agri-food industries, acknowledging the significance of these sectors in Canada's economy.

The below chart shows the CRS Cut-off scores for the last 10 EE draws:

The chart illustrates a noticeable pattern in the recent Express Entry draws conducted by Immigration, Refugees and Citizenship Canada (IRCC), and this trend has been received with enthusiasm. There has been a decrease in the cut-off Comprehensive Ranking System (CRS) score, in each separate category, resulting in a higher number of Invitations to Apply (ITA) being issued to eligible candidates. This adjustment has been made to ensure that IRCC achieves its multi-year immigration target for 2023-25, aiming to welcome over 500,000 new immigrants by the end of 2023

The diverse draws underline Canada's efforts to welcome a wide range of skilled professionals, ensuring that the country's labor market demands are met across various fields and specialties. This year, till date, Immigration, Refugees, and Citizenship Canada (IRCC) has issued a total of 91,321 ITAs, marking a significant increase compared to the 45,115 candidates invited in the entirety of 2022. It's noteworthy that in 2021, IRCC set a record by issuing 114,431 ITAs to candidates from the Canadian Experience Class (CEC) and Provincial Nominee Programs (PNPs) categories, surpassing the previous record of 107,350 in 2020. It's essential to highlight that Canada has set a record immigration target of 465,000 for the year 2023, indicating the country's commitment to welcoming a substantial number of immigrants.

In the recent draw, a tie-breaking rule was implemented, considering applications submitted before July 7, 2023, at 3:28 am EST. This rule ensured that if multiple candidates shared the minimum CRS score, only those who submitted their Express Entry profiles before this specified date and time received invitations.   This draw marked the 33rd round of invitations under the Express Entry system in 2023 and the 269th overall. Invited candidates now have a 60-day window to submit their applications, which will be processed within the standard six-month timeframe.
