Provincial Nominee Programs (PNPs) | Six Provinces Has Issued Invitations

Ontario, British Columbia, Quebec, Alberta, Manitoba, and PEI have issued invitations to candidates to apply for provincial immigration. Once the selected candidates complete their application submission, they will be issued a provincial nomination, which will act as their pathway to permanent residence. Except for Quebec and Nunavut, all Canadian provinces and territories can invite economic immigrants to apply for a provincial nomination through Express Entry aligned Provincial Nominee Programs (PNPs). A provincial nomination significantly enhances, because of the free addition of 600 CRS points, the candidate's chance to receive an Invitation to Apply (ITA) from Immigration, Refugees, and Citizenship Canada (IRCC).

Quebec has an independent agreement with the federal government of Canada, granting it complete control over the selection of economic immigrants for permanent residency.

Revised Immigration Quotas and Strategic Immigration Initiative

Every year, Immigration, Refugees, and Citizenship Canada (IRCC) releases the ‘Immigration Levels Plan’, outlining the targets for the number of permanent residents to be invited over the next three years. The plan divides the overall target among various immigration programs and pathways.

The latest plan, covering 2024-2026, was released on November 1st, and indicates that IRCC plans to admit 110,000 newcomers through Provincial Nominee Programs (PNPs) alone in 2024, and, 120,000 in both 2025 and 2026. This plan aligns with IRCC's Strategic Immigration Program, which focuses on enhancing efficiency, easing newcomers' settlement, and coordinating immigration growth with infrastructure needs and settlement services. IRCC intends to achieve these goals by collaborating with stakeholders, including provincial governments, to understand local requirements and ensure successful integration while maintaining affordability and balancing the needs of all Canadians.

Provincial immigration updates - from October 28 to November 3

Ontario’s selection details

On October 30, Ontario issued invitations to candidates in the master’s Graduate and PhD Graduate streams of the Ontario Immigrant Nominee Program (OINP). A total of 1051 master’s Graduate candidates with a minimum score of 43 and 66 PhD Graduate candidates with a minimum score of 42 were invited.

British Columbia’s selection details

British Columbia conducted four separate draws on October 31, inviting over 203 PNP candidates. The draws targeted skilled workers, international graduates, and Entry-Level/Semi-Skilled candidates with varying minimum scores, as well as specific occupations like early childhood educators and healthcare professionals.

Quebec’s selection details

Quebec released its Immigration Levels Plan, setting targets for economic immigrants in 2024 and 2025. The province aims to invite 30,650 skilled workers in 2024 and 31,500 in 2025. Recent draws targeted candidates in various trades and priority occupations, emphasizing proficiency in French.

Alberta’s selection details

Alberta invited candidates through the Dedicated Healthcare Pathway and Family Connection and Primary Occupation In Demand stream, with minimum Comprehensive Ranking System (CRS) scores of 326 and 369, respectively, in draws held on October 24 and 26.

Manitoba’s selection details

Manitoba conducted three separate draws on November 2, inviting 204 Skilled Workers in Manitoba, 65 Skilled Workers Overseas, and 131 candidates from the International Education Stream.

Prince Edward Island’s selection details

On November 2, PEI invited 41 Labour and Express Entry candidates working in specific sectors. In the past year, PEI has invited 2,385 candidates through the PEI PNP.
